TEAAS is the primary tool utilized by the Traffic Engineering and Safety Systems Branch within NC DOT to analyze and report on crashes occurring within the state. The ultimate benefactor of this system is the population at large, as the primary goal of its use is to improve public safety along North Carolina's roadways.

The TEAAS project actually began in mid-1998 when it was discovered that the existing mainframe Merge system could not easily be remediated for Y2K compliance, and that resources would be more efficiently utilized to replace the existing system capitalizing on newer and more robust technologies. A business analysis project began in July 1998. Once the requirements were approved, construction of the new application began in January 1999. Utilizing Oracle, Java, and CORBA technologies according to an n-tier client/server architecture, the TEAAS replacement effort was completed in December 1999. TEAAS was the first DOT project completed which adhered to the n-tier Statewide Technical Architecture.

Phase II of TEAAS began directly after the initial deployment. Since the beginning of Phase II, two major releases of the application have been deployed adding enhancements which could not be addressed in the original deployment due to the strict Y2K replacement deadline. These enhancements have provided additional functionality which greatly benefits all users of TEAAS.

TEAAS 3.1 provided additional functionality for users to be able to use the application remotely over the public internet. TEAAS 4.1 and 4.2 provide additional reporting capability for City and County Engineers in the form of City and County Wide Accident Reports. TEAAS 4.3 provides the capability for maintaining misspelled municipalities in the crash locations along with minor enhancements and bug fixes.

TEAAS 5.0 provides capabilities for maintaining Ordinances, enhancements to the Railroad Crossing user interface to create County and Strip Reports, and Municipality maintenance. Other major changes are the use of Java 1.3.1 and Visibroker 5.0. It also has other minor enhancements and corrections.

TEAAS 5.1 provides the capability of finding High Crash Rate road segments on all NC roads by implementing a process known as Sliding Scale.

TEAAS 5.2 enhanced the Ordinance Reports and Ordinance User Interface.

TEAAS 5.3.1  relaxed Highest Order Segments and Ordinance Overlap business rules, enhanced the reports to use Actuate eReporting Engine, and client version validation.
